Reúne fotografías de la Cooperativa 18 de febrero y sus alrededores en Villa Lugano. Esta cooperativa, en cuya constitución CAREF jugó un papel de asesoramiento, se creó para dar una respuesta colectiva a la orden del gobierno militar de erradicar esta villa antes de diciembre de 1979. En Villa Lugano vivían entonces cerca de 20.000 personas de bajos recursos y, frente al hecho de tener que abandonar el lugar, crearon una cooperativa de vivienda acudiendo a diferentes organismos e instituciones para solicitar ayudas. CAREF acompañó el proyecto durante la primera etapa.
